What a publication charge pays for
Open access moves the cost of publishing from the reader to the funder of the research. These are the things that cost money.
Editor time, reviewer coordination, and the editorial office that keeps a manuscript moving.
Copyediting, typesetting, XML and PDF generation, and proof handling.
DOI registration through Crossref, ORCID linking, and metadata deposit.
Permanent hosting, long-term digital preservation, and indexing feeds.
The submission and review system, and the people who run and maintain it.
Screening and reviewing a manuscript costs the same whether it is accepted or rejected, and most submissions are rejected. A charge levied on accepted articles therefore also carries the cost of the ones that never publish. Any publisher charging per article works this way; not saying so plainly is what makes the arithmetic look arbitrary.
Submission fees
Where a journal levies a submission fee, it is charged when the manuscript is submitted and is not refunded if the manuscript is declined. It covers initial screening: scope check, similarity check, and the editorial triage that happens before a manuscript reaches a reviewer.
A submission fee is a long-standing convention in some fields and unknown in others. YTU therefore sets it per journal rather than across the publisher, and the table above shows exactly which journals apply one.
Paying a submission fee buys screening, nothing more. It confers no expectation of review, of acceptance, or of a faster decision.
Waivers and reductions
No author should be unable to publish because of a charge. Where one applies, a full or partial waiver can be requested.
Who can request one
- Corresponding authors based in low- and lower-middle-income economies.
- Authors without institutional or grant funding for publication costs.
- Invited contributions, editorials, and corrections.
- Manuscripts arising from work funded entirely by public bodies with no publication budget.
How to request one
Requests go to the publishing office, not to the journal. An editor cannot see whether an author asked for a waiver, was granted one, or paid in full — so the question cannot reach the decision.
Institutional agreements
Universities and research institutions can cover their authors’ charges centrally under a single agreement. Authors affiliated with a participating institution are never invoiced — the charge is billed to the institution and the author sees nothing at all. YTU staff, students, and YTU-affiliated co-authors are covered by default.

See author servicesThese services are paid, entirely optional, and handled outside the editorial process. Using them has no bearing whatsoever on whether a manuscript is accepted, and editors are not told which authors have used them.
Questions
Am I charged if my manuscript is rejected?
No. The article processing charge applies only to accepted manuscripts. Where a journal levies a submission fee, that fee is stated separately below and is charged at submission regardless of the outcome.
When is the charge payable?
After acceptance and before publication. You will receive an invoice from the publishing office; publication proceeds once it is settled or a waiver is granted.
Does paying make acceptance more likely?
No. Editors decide on scientific merit alone. Waiver requests are not disclosed to editors or reviewers at any point, so an editor cannot know whether a charge was requested, reduced, or waived.
My institution has an agreement. Do I still pay?
No. If your affiliation is covered by an institutional agreement, the charge is billed to your institution and you are not invoiced.
Can I pay in a currency other than Turkish lira?
Amounts are set in US dollars. If your funder requires an invoice in another currency, contact the publishing office before acceptance.
What happens to the charge if my article is retracted?
Charges already paid are not refunded on retraction. The article record and its retraction notice remain permanently available.
Are there page or colour figure charges?
No. YTU journals levy no page charges, no colour figure charges, and no charge for supplementary material.
